This issue should be subject to <br />further comment by the City Engineer. <br />8. All park dedication requirements as determined by the City Park Board are <br />satisfactorily met. <br />9. A grading and drainage plan be submitted. Such plan shall be subject to review <br />and approval by the City Engineer. <br />10. All conditions of operation as required by the FAA and/or Minnesota Department <br />of Aeronautics are satisfied. <br />11. The City Engineer provide comment and recommendation in regard to utility issues. <br />12. Comments from other City staff. <br />ISSUES ANALYSIS <br />Rezoning/Comprehensive Plan Amendment: <br />As noted previously, both a Comprehensive Plan amendment (minor) and rezoning will be <br />necessary to accommodate the proposed use; These requests are interrelated <br />considering that a basis for rezoning evaluation is the use's consistency with the <br />Comprehensive Plan. <br />Specifically, the applicants have proposed to rezone the eastern one-half of the subject <br />property from GB, General Business to R 1X, Single Family Executive. The portion of the <br />subject property which flanks the Lake Drive corridor is to retain its existing GB, General <br />Business zoning designation. That portion of the site proposed for R -1X zoning is to be <br />overlaid by a PDO, Planned Development Overlay zoning designation. Such designation <br />will allow some flexibility from the strict provisions of the Zoning Ordinance, particularly in <br />regard to accessory building requirements. In review of all rezoning requests, the <br />following criteria should be considered. <br />Comprehensive Plan. As shown on Exhibit B, the City's Land Use Plan suggests <br />commercial (business) use of the subject property. While the western 7.6 acres of the <br />subject property (along Lake Drive) is proposed to retain its current GB zoning <br />designation, the proposed residential use (rezoning) of the eastem 11.0 acres will require <br />an amendment to the City's Land Use Plan. <br />3 <br />
