Ms. Larsen <br />stated there are 2 potential variances. One for reducing right-of-way width and <br />one for reducing the front yard setback. <br /> <br />B. Lake Amelia Vistas <br /> <br />Ms. Larsen presented the staff report. <br /> <br />The applicant submitted a land use application for PUD Concept Plan and <br />Comprehensive Plan Amendment. The proposed development is a master planned <br />residential community located along CSAH 54/20th Avenue just east of Amelia <br />Lake. The site contains 2 parcels totaling approximately 40 gross acres. <br /> <br />Staff recommended deeming the development premature. <br /> <br />Staff addressed questions of the board. <br /> <br />Mr. Masonick asked about the depth of the lake. Ms. Larsen stated that it is a <br />natural environment lake but unsure of the actual depth. Ms. Hankee said that she <br />was reading and there are restrictions around this lake. Mr. Masonick reinstated <br />that he was wondering if this lake would be good for recreational use. Ms. Larsen <br />stated that everything along the shoreline is existing wetland. <br /> <br />Mr. Laden asked for clarification regarding sanitary sewer hookup in Lino Lakes. <br />Mr. Grochala stated sewer is designed to be served by White Bear Township and <br />water is designed to be served by Lino Lakes. <br /> <br />Mr. Laden asked about the ownership of the trail system and how would they be <br />accessed by others. Ms. Larsen stated that this trail currently is not planned to <br />connect to anything existing and would be primarily used by residents in the area. <br />Mr. Laden asked where the closest recreational park is. Mr. Grochala stated that <br />the cities long range park plan does not identify a park for that specific area. <br />There is a park planned to the north of the site. Ms. Larsen stated that Park Board <br />to review on Monday, May 15, 2017. <br /> <br />Mr. Stoesz asked how the development got around the electrical line. Ms. Larsen <br />stated that the applicant was cognitive of the layout, easement, and utilities. As <br />proposed, the electrical lines will not be moved. <br /> <br />Mr. Stoesz asked how the development would go about utilities if this was <br />planned in a rural city, outside of Lino Lakes. Ms. Larsen stated the development <br />would be on well and septic but not at this density. Ms. Hankee stated that the <br />largest permitted soil system in the state is a third of what’s being presented. <br />
