Planning & Zoning Board <br />May 10, 2017 <br />Page 3 <br />APPROVED MINUTES <br />Mr. Masonick asked how the number of units were increased. Ms. Larsen stated <br />the request was for 452 units. Four (4) units would be allowed today based on one <br />(1) unit per 10 acres. <br /> <br />Mr. Evenson asked how the neighbors would be affected if the utility staging area <br />were to be approved. Ms. Larsen stated that that is something that would need to <br />be evaluated at a later point. Ms. Larsen stated that we have to be conscious <br />about taking up the entire allocated sanitary sewer. Mr. Evenson asked if there <br />would be any harm if the utility staging area were to be approved. Ms. Larsen <br />stated everyone in this area is in the post 2030 and there would be no cost to the <br />immediate property owner. <br /> <br />Chair Tralle asked about the no service area to the south. Ms. Larsen stated that <br />there is one home on the property that is on well and septic. Chair Tralle asked if <br />there are any issues with bringing a pipe through the no service area. Ms. Larsen <br />stated that they would have to obtain an easement to get the pipe through the <br />easement. <br /> <br />Chair Tralle stated that NorthPointe is about a mile from the proposed location. <br /> <br />Chair Tralle asked why we are reviewing this land use application with all the red <br />flags. Ms. Larsen stated that any land owner has the opportunity to submit a land <br />use application and we are doing our due diligence. <br /> <br />Chair Tralle declared the Public Hearing open at 7:22 p.m. <br /> <br />Rick Harrison, Rick Harrison Site Design Studio, 8832 7th Ave North, Golden <br />Valley, presented his own PowerPoint presentation. Mr. Harrison discussed why <br />this site is good for a high density residential development given its topography <br />and view sheds of the lake. <br /> <br />Chair Tralle stated that he likes the concept of what is planned but it boils down to <br />sewer and water. <br /> <br />Chair Tralle questioned the affordability of the housing. Mr. Harrison stated that <br />he cannot answer that question at this point. <br /> <br />Mr. Root stated that the concept is great but there are several hurdles. Mr. <br />Harrison asked if these issues can be overcome and if it is something that could be <br />supported. <br /> <br />Chair Tralle stated that if this does come to fruition, what is the board’s opinion? <br />Chair Tralle stated that if you get your ducks in a row, this project would probably <br />be a go. <br />
