Planning & Zoning Board <br />May 10, 2017 <br />Page 4 <br />APPROVED MINUTES <br />Tom Budzynski, TJB Homes, 9100 Baltimore Street, Blaine. We know sewer is <br />available towards White Bear Township, can water come from this way? <br /> <br />Kent Brander, Civil Methods, 1551 Livingston Avenue, West St. Paul. The 300 <br />units could be supported by utilities. There may be different calculation methods <br />used to come to 302 units. There is water and sanitary sewer available. This is a <br />draft study and because of that, we did not dig deeper. We will look at the <br />different options for the utilities and the variances available. <br /> <br />Mr. Grochala stated that the feasibility study stated the 8 inch water main <br />connection to the south; however, the City never planned on going to White Bear <br />Township for this site. The city is not anticipating White Bear Township to <br />provide water outside of their city. Extending the water main from White Bear <br />Township is not a viable option. Chair Tralle asked for clarification on whose <br />responsibility it would be to gain the agreement. <br /> <br />Mr. Budzynski asked who is currently maintaining the sanitary sewer. Mr. <br />Grochala stated that it is currently paid by North Oaks and maintained by White <br />Bear Township. <br /> <br />Chair Tralle asked about the density of senior living. Ms. Larsen stated that she <br />would have to go back and analyze the density numbers. <br /> <br />Chair Tralle asked what we need to tell the applicant and land owner. Ms. Larsen <br />stated they are present to hear the comments from the board. Mr. Grochala stated <br />that they will be at the next meeting. <br /> <br />Mr. Budzynski stated that we are here today to present a jewel. You are creating a <br />luxury living space and creating a space for seniors. <br /> <br />Mr. Stoesz stated this plan is a dream. This plan adds a lot of value and tax <br />revenue. There are a lot of positives that go along with this project. We are not in <br />a position to decline at this time. The first step would be to figure out the water <br />and sewer. <br /> <br />Mr. Laden stated that this could be an asset to the city. Mr. Laden questioned the <br />market rate apartments. Mr. Budzynski stated resident qualifications is not <br />determined at this point. <br /> <br />Mr. Laden stated concerns around the transportation. Three cul-de-sacs are not <br />appealing and would like to see cross connections. <br /> <br />Mr. Laden stated concerns around density using all the capacity with one project. <br /> <br />Mr. Laden stated that he would like to call this premature now but review this <br />project as we are reviewing the 2040 comprehensive plan.
