PLANNING & ZONING BOARD <br />April 12, 1995 <br />plan review for a 16,256 square foot building to be <br />located in the Apollo Business Park. <br />Ms. Wyland noted the EDAB and City staff would recommend <br />approval of the Site Plan as submitted with the following <br />conditions: <br />1. The applicant shall sign a development <br />agreement and post financial guarantees as <br />specified by City Staff prior to issuance of any <br />building permits. <br />2. The City Engineer shall review and approve <br />utility, drainage and storm sewer plans. <br />3. Proper sign permits shall be obtained prior to <br />installation of signage. <br />4. The Site Plan signed and dated 4/5/95 shall be <br />made a part of this approval and shall incorporate <br />all landscaping, parking, building location, trash <br />handling, loading docks, etc. <br />5. The parking area shall be provided with a hard <br />surface with concrete curb surrounding all access <br />drives and parking areas. <br />6. Handicapped parking shall be provided according <br />to ADA Rules and Regulations. <br />7. Access drives off 4th Avenue shall be located <br />as far north of the intersection of Apollo Drive <br />and 4th Avenue as possible. <br />Mr. Johnson asked if there is any outside storage. Ms. <br />Wyland indicated there is no outside storage. <br />Mr. Phil Nolen, president of Nol-Tec Systems briefly <br />explained his business. He indicated his business is an <br />engineering and light assembly company which designs <br />pneumatic conveying systems. <br />Chair Schaps asked if all machinery is contained within <br />the building. Mr. Nolen indicated this to be true, any <br />noise would be the compressor within the building and an <br />exhaust fan from a dust collecting system. <br />Chair Schaps asked if the applicant understood and agreed <br />to the conditions set forth in the report. Mr. Nolen <br />indicated he understood and agreed to the conditions. <br />Mr. Mesich inquired if there is a sprinkler system on <br />site. Mr. Nolen indicated that was true. <br />Mr. Herr asked if there is rooftop machinery. Mr. Nolen <br />indicated there was. Mr. Herr inquired if there is a <br />requirement for screening regarding this. Mr. Wessel <br />indicated there is not a requirement in place, but a <br />condition could be added to address this issue.Mr. Herr <br />suggested a condition could indicate design to minimize <br />4 <br />
