Trash Handling. It has not been indicated whether individual unit trash pick up is to be <br />provided. If a consolidated trash area(s) is to be provided, containers must be placed at the rear <br />of the premises, may not be placed next to the street or curb, nor be placed to interfere with the <br />use of adjoining property or cause nuisance. The ordinance further states that trash areas must <br />be screened from eye level view. <br />If applicable, the site plan should be revised to identify all consolidated trash handling areas. All <br />trash handling areas must be fully accessible to trash service vehicles. <br />Snow Removal. As a condition of site and building plan approval, the applicant must submit a <br />snow removal plan which identifies snow storage areas. Snow storage areas may not take up any <br />required parking spaces. <br />Grading, Drainage and Utilities. In accordance with the City's subdivision regulations, a <br />grading, drainage and utility plan has been submitted for review. Such plan shall be subject to <br />review and approval of the City Engineer. <br />Recreational Activities. According to site and building plan review requirements, the planned <br />use of all yards must be specified. According to the site plan, lake access is to be provided. As <br />a condition of site and building plan approval, detailed plans/bylaws governing the use of such <br />access should be submitted to the City for review and approval. If any additional outdoor <br />activities, such as tennis courts, swimming pool, are planned for the large open space between the <br />site's loop street, such activities should be specified on the site plan. Additionally, any covenants <br />governing the use of outdoor recreational activities should be subject to City review and approval. <br />Signage. If any signage is to be erected upon the subject property, such signage must comply <br />with applicable provision of the City Sign Ordinance. <br />Agreement. According to Section 6, Subd. 4 (5) of the Zoning Ordinance, site and building plan <br />review applicants must enter into an agreement with the City which guarantees performance of <br />various site improvements. Performance security of such contracts shall be secured by the amount <br />submitted at application or additional amount as may be required by the City Council. <br />CONCLUSION <br />Based on the preceding review, our office recommends site and building plan approval of the <br />Marshan Lake Condominiums proposal subject to the conditions listed in the Executive Summary <br />of this report. <br />pc: Randy Schumacher <br />John Powell <br />Kirk Corson <br />7 <br />
