According to Section 8, Subd. 4 of the Zoning Ordinance, all off-street parking areas must be <br />designed to provide the following: <br />Bituminous surfacing. <br />Perimeter curbing. <br />Parking light lighting. <br />Striped stalls. <br />Designated handicap parking stalls. <br />Compliance with the aforementioned performance standards shall be a condition of site and <br />building plan review. <br />Parks. As shown on the submitted site plan, a 30 acre park and a 0.6 acre walkway have been <br />proposed. The designation of such park is consistent with the City's Park and Trail System Plan <br />which proposes an off-street trail along the site's northern boundary. Attached Exhibit D <br />illustrates an alternative park dedication which has been submitted by the applicant for City <br />consideration. As a condition of site and building plan approval, the Lino Lakes Park Board <br />should review the proposal and determine whether the proposed land dedication is appropriate. <br />Open Space. According to State shoreland requirements, at least 50 percent of the site must be <br />devoted to open space. Of the total 29.9 acres which encompass the subject site, 22.5 acres are <br />devoted to green space. In compliance with ordinance requirements, 75 percent of the site is <br />devoted to open space. <br />Structure Coverage. According to Section 6, Subd. 8.2.E (IV) (b) of the Zoning Ordinance the <br />area covered by any structures upon the site may not exceed 35 percent of the total land area. The <br />applicant is proposing 3.3 acres of structure coverage upon the subject site. This results in a total <br />structure coverage of 11 percent and satisfies the ordinance requirement. <br />Landscaping. As a condition of site and building plan approval, a landscape plan must be <br />submitted subject to review and approval by the City. Such plan should identify location, type <br />and size of all proposed plantings. <br />Specific landscaping/buffering efforts should be provided along the subject property's northern <br />and western borders. <br />Property Exception. As shown on the submitted site plan, structure #11 partially overlays <br />property not under the ownership of the applicant. While it is understood that the applicant is <br />attempting to purchase the excepted property, the site plan must be revised to either: 1) relocate <br />structure #11 within the confines of the subject property, or 2) include the exception in the <br />development site via lot combination (minor subdivision). <br />6 <br />
