AGENDA ITEM 5 B <br />STAFF ORIGINATOR Mary Kay Wyland <br />DATE August 8, 1995 <br />TOPIC 95-26-S, Carl Buechler, 6974 Lake Drivb, Site <br />Plan Review to Move House into City <br />.................................................. <br />................................................... <br />BACKGROUND <br />Mr. Buechler is requesting a site plan review to move a home from <br />1 Willow Road in North Oaks onto a site at 6974 Lake Drive (two <br />lots south of the Surfside Seaplan Base). According to Sec. 14, <br />Subd. 23 Relocated Structures "Before any house or other structure <br />is moved onto a vacant lot, the Planning & Zoning Board shall <br />report to the City Council whether the structure will be compatible <br />with other development in the area, and conform to all city codes <br />and ordinances..." <br />The property in question is Zoned R-1 and indicated as residential <br />on the City's Land Use Map. The proposed dwelling can be located <br />on the lot so as to conform to the setback requirements of the <br />Zoning District and our Shoreland Management Ordinance. The <br />structure will be located on the lot to blend with the adjacent <br />homes. In relation to the adjacent homes, the structure to be <br />moved in appears to be of equal or greater value. Sewer and water <br />are not currently available to serve the property and the homeowner <br />has petition the City for an extension of utilities. A cost has not <br />been determined at this time, however, it may be prohibitive. If <br />the extension of utilities is not possible, a location for an on- <br />site system has been identified on the site plan. This location <br />will have to be confirmed by a certified septic system designer and <br />presented to the City Engineer for his review and approval prior to <br />issuance of any building permits. <br />The Building Official has inspected the dwelling to be relocated <br />and indicates that it is approximately 25 years old with a new <br />cedar shake roof. The electrical and mechanical systems are up to <br />code. Staff would recommend approval of this request with the <br />following conditions: <br />1. Proper building permits be obtained prior to <br />construction. <br />2. Sewer and water utilities be extended to serve the <br />site or an on-site system be designed by an authorized <br />septic system designer and approved by the City Engineer <br />prior to the issuance of any building permits. <br />3. The new dwelling shall be located on the lot so as to <br />blend with the adjoining residential homes and conform to <br />all setback requirements. <br />
