Fast Food: 30 spaces/1000sq. ft. of gross area <br />Since the proposed construction is for combination of eat -in and <br />drive-through, we would suggest the following formula: <br />10 cars/1,000 square feet of net dining area <br />15 cars/1,000 square feet of net ordering area <br />1 car/employee at busiest shift <br />Total: 16 cars <br />Staff has reviewed this request and would recommend that the 28 +/- <br />spaces would be adequate to serve the site. <br />Circulation and Access: The property owner's architect has <br />reviewed these plans with MnDot and determined that access will be <br />limited to James Street. An in/out driveway arrangement is <br />provided. The City Engineer has concurred that this arrangement is <br />acceptable. The drive-through lane, however, should be setback 10' <br />from the side property line as required in the Zoning Ordinance. <br />Loading & Trash Handling: Trash handling areas are located on the <br />site plan and will be required to be properly screened. <br />Lighting: Off-street parking areas will be required to be <br />illuminated so as to reflect light away from the adjoining <br />properties. <br />Signs: The proposed signs for the site appear to meet the <br />requirements of the City's Sign Ordinance. Proper permits will be <br />required prior to installation. <br />Utilities: No utilities are available to serve the site. The <br />property owners is currently working with a septic system designer <br />to size the septic system. Additional area may be required but <br />could be provided with a reduction in the number of parking spaces <br />or perhaps a lease arrangement with U.S. West, owners of the <br />exception area indicated on the site plan. This question must be <br />resolved prior to issuance of any building permits. <br />Grading & Drainage: A grading and drainage plan signed by a <br />certified engineer will be required prior to issuance of any <br />building permits. Storm sewer is available to serve the site so <br />on-site ponding will not be required. <br />Staff would recommend and welcome approval of the Dairy Queen site <br />plan with the following conditions: <br />1. A building permit shall be required prior to any <br />construction. The permit fee shall include 1% of construction <br />costs to insure completion of site improvements. <br />2. Sign permits shall be required for all signage. <br />3. A grading and drainage plan, signed by a certified <br />engineer, shall be provided prior to issuance of any building <br />permits and approved by the City Engineer. <br />4. The landscaping plan shall be reviewed and approved by the <br />City Forester as to species type and location. <br />5. The parking area shall paved with concrete curb and gutter <br />according to City Standards. <br />6. Roof top heating and ventilating units shall be property <br />screened. <br />
