Outlots. The plat shows large outlots covering a wetland. The <br />City's Subdivision Ordinance discourages outlots and requires <br />wetlands to be incorporated into the adjoining lots and preserved <br />through a utility and drainage easement. <br />Grading and Drainage. A grading and drainage plan has been <br />submitted and shall be subject to review and approval by the City <br />Engineer. <br />Wetlands. The applicant's proposal shows that the plat will <br />encroach on two wetland areas. Should draining or filling be <br />necessary for the development of this subdivision, then the rules <br />of the Wetland Conservation Act will apply. <br />The submission plans do not delineate the wetland in Lots 1, 2, and <br />3 of Block 6 of Outlot A. Also, the ordinary high water level has <br />not been indicated. The information should be submitted for review <br />by the City Engineer. <br />Landscaping. In order to block visual access to Lots 1, 2, and 3 <br />of Block 1 from County Road 10, the applicant is required to <br />provide screening in the form of a berm and/or landscaping. <br />Parks. The proposed park dedication will be determined by the Lino <br />Lakes Park and Recreation Committee. <br />CONCLUSION <br />Based on the preceding review, the rezoning and preliminary plat is <br />a reasonable use of the land and it is consistent with the <br />Comprehensive Plan.
