boundary is correct as currently depicted, numerous lots would be <br />deficient in terms of lot area (lot and block numbers not provided <br />on concept plan). Concept plan approval will be contingent upon <br />lot area compliance. <br />Streets. The subdivision street layout is responsive to physical <br />limitations which exist in the area (i.e., wetlands, tree massings, <br />etc.) and are reflective of the area's available buildable land. <br />As noted previously, the use of cul-de-sacs has been prompted by <br />the site's natural features and are considered generally positive. <br />While appropriate right-of-way widths (60 feet) have been provided, <br />some concerns exist in regard to street configurations. Specific <br />items of concern entail the following: <br />1. At 650 feet in length, the Thomas Street cul-de-sac exceeds <br />the maximum 500 foot length allowed by Ordinance. Considering <br />the physical limitations of the subject site, justification <br />for variance approval would appear to exist. <br />2. Impact of the necessary vacation of a portion of Thomas Street <br />and Laurie Avenue. This item should be subject to comment by <br />the City Engineer. <br />3. Resubdivision limitations imposed on adjacent properties due <br />to street alignments. <br />On a positive note, all proposed lots have been provided access to <br />local streets. Additionally, future street extensions have been <br />integrated into the subdivision design. <br />Parks. In preliminary review, the City Parks Director has <br />indicated that no park dedication will be required of the proposed <br />subdivision. The proposed subdivision should, however, be subject <br />to review and comment by the City Park Board in regard to preferred <br />dedication requirements. <br />Grading and Drainage. As part of forthcoming preliminary plat <br />submissions, a grading and drainage plan must be submitted subject <br />to review and approval by the City Engineer. <br />Utilities. Development of the proposed subdivision will require <br />the extension of utilities. As part of forthcoming preliminary <br />plat consideration, a utility plan must be submitted for review. <br />The said plan will be subject to review and comment by the City <br />Engineer. <br />As noted previously, the applicant has proposed to extend sanitary <br />sewer service northward along 4th Avenue and westward along Lilac <br />Street at his sole expense. As a result, area property owners <br />would not be required to pay for such an extension unless <br />connection to the facility is requested. <br />8 <br />
