ANALYSIS <br />REZONING <br />As noted previously, a rezoning of the subject site from R_4/PDO to <br />R-1 is necessary. The R-1 zoning is necessary to accommodate a <br />single family residential development with lot sizes ranging from <br />11,300 s.f to 24,050 s.f. in size. Prior to consideration of the <br />submitted building plans, the City must make a determination <br />whether the proposed use is appropriate for the subject area. <br />Jude extxent triter __4_�In review of rezoning requests, the Planning <br />Commission and City Council should consider its possible adverse <br />effects. Judgement should be based upon, but not limited to the <br />following factors: <br />a. The proposed action has been considered in relation to the <br />specific policies and provisions of and has been found to be <br />consistent with the official City Comprehensive Plan. <br />b. The proposed use is or will be compatible with present and <br />future land uses of the area. <br />c. The proposed use conforms with all performance standards <br />contained herein. <br />d. <br />e. <br />The proposed use can be accommodated with existing public <br />services and will not overburden the City's service capacity. <br />Traffic generation by the proposed use within capabilities of <br />streets serving the property. <br />Comprehensive_an The City's Land Use Plan has designated the <br />subject site for "urban residential" or low density single family <br />development. The intent of the urban residential designation is to <br />provide a development density which will ensure a high level of <br />public services (sewer, water, parks, police, fire).
