LI c— <br />1.1 lJ N <br />until the City determines that an R-1 zoning designation is an <br />appropriate land use. <br />Based on the fact that a rezoning is necessary, our office <br />recommends tabling the request until the applicant applies for a <br />rezoning of the property, and a public hearing is scheduled. The <br />preliminary plat application may then be reviewed and considered <br />for approval the same night as the rezoning. <br />The following provides a preliminary review of the proposed <br />preliminary plat based on an R-1 zoning, and an analysis of <br />rezoning the property from R-4/PDO to R-1. The following <br />conditions are suggested to be placed on the preliminary plat: <br />1. Access permits onto County Road 12 must be obtained from Anoka <br />County. <br />2. Comment and recommendation by the Anoka County Highway <br />Department in regard to access and intersection alignment on <br />County Road 12. <br />3. Drainage and utility easements are established along property <br />lines in accordance with the provisions of the City <br />Subdivision Ordinance. This item is also subject to comment <br />by the City Engineer. <br />4. The Lino Lakes Park Board provide comment and recommendation <br />in regard to subdivision park dedication requirements. <br />5. The sanitary sewer and water plan is subject to review and <br />approval by the City Engineer. <br />6. Building pad locations should be adjusted to meet all minimum <br />setback requirements. <br />7. Driveway turnarounds shall be constructed on Lots 24-27 to <br />prevent cars from backing onto County Road 12. <br />8. Shared driveway easements shall be executed and filed as part <br />of the Final Plat. <br />9. Comments by other City Staff. <br />10. The applicant shall enter into a development agreement with <br />the City. <br />
