This property is located on the south side of <br />Main Street near the Anoka County Road 14 reconstruction project. Our comments are as follows: <br />1. The National Wetlands Inventory map of this site indicates the presence of a wetland along a <br />portion of Main Street. A wetland delineation of the site would probably be needed to acquire a <br />permit from the Rice Creek Watershed District (RCWD). <br />2. The letter attached to the permit application indicates the applicant has spoken to the RCWD <br />regarding a permit. The City should receive copies of documentation regarding any permit <br />agreement which is reached. <br />3. No grading plan has been submitted. The amount of material to be brought in is not clearly given. <br />4. The letter from Dresel Contracting, Inc., dated August 1, 1994, indicates "topsoil" will be <br />stockpiled. Is this surficial topsoil which is to be stripped off and then replaced on the County <br />project or is it a peat type material which will be mixed with other materials to meet a topsoil <br />specification? Would this mixing be done on the applicant's site? <br />In summary, we cannot determine, based on the information submitted, whether or not the City <br />conditions regarding land reclamation and grading can be met. <br />JMP:j <br />
