Landscaping. All property lines that abut a public right-of-way <br />and R-1 Zoning District must provide a landscape buffer area not <br />less than 20 feet in depth. The proposal does indicate adequate <br />landscaping area along Lake Drive and the northern property line <br />which abuts an R-1 district. However, the applicant has not <br />submitted a landscape plan. Therefore, on the revised site plan, <br />a detail of proposed landscaping should be submitted. <br />Trash Handling. Section 6, Subd. 84.D. of the City Code states <br />that all garbage containers must be placed at the rear of the <br />premises, and may not be placed next to the street or curb or shall <br />they be placed to interfere with use of adjoining property or cause <br />a nuisance. Garbage areas must be screened from eye -level height. <br />The site plan does not identify trash handling areas, therefore, <br />the revised site plan should indicate all trash handling areas. <br />These areas must also be demonstrated to be accessible to trash <br />handling equipment. <br />Snow Removal. The applicant must submit a snow removal plan <br />identifying snow storage areas. Snow storage area may not take up <br />any required parking spaces. <br />Grading and Drainage/Wetlands. In accordance with subdivision <br />regulations, the applicant has submitted a grading and drainage <br />plan for review. All wetlands are to be protected with drainage <br />easements. In addition, all building pad elevations should be at <br />least three (3) feet above the high water level of the wetlands. <br />Said plan is subject to review and approval by the City Engineer. <br />Utility Easements. The applicant has submitted a utility plan that <br />is subject to review and approval of the City Engineer. <br />Development Agreement. As a condition of preliminary plat approval <br />the applicant shall enter into a developers agreement with the <br />City. <br />CONCLUSION <br />Based on the information contain within this report, the following <br />may be concluded: <br />1. If the City feels that the rezoning of the 1.6 acre parcel is <br />justified, the formal rezoning of the property should be <br />reviewed in conjunction with final plat approval of the <br />Marshan Townhomes project. <br />9 <br />
