Recommendation <br />The proposed subdivision will open a new area of Lino Lakes up for <br />development. The successful development of the residential plat <br />will offer the City the opportunity to provide municipal utilities <br />to the I-35/County Road 14 interchange area opening areas of <br />commercial and industrial zoning up for economic development. This <br />prospect is keeping with the Lino Lakes 1990 Comprehensive Plan <br />amendment, the position set forth in the Lino Lakes/Centerville <br />annexation dispute, and the economic development objectives of the <br />City. <br />In preparing for this new development opportunity, the City has <br />undertaken the following studies: <br />TDKA: Area Wide Utility Feasibility Study <br />SEH: The Otter Lake Improvement and Alignment <br />OSM: In cooperation with the City of Hugo, the City is <br />participating in an area Storm Water Management <br />Study <br />These studies are anticipated to be completed in the near future. <br />Without this information, we believe that consideration of the <br />rezoning and preliminary plat is premature. We would recommend <br />continuing the public hearing on Gor-em L.L. Corporation's <br />development application until the City has received the <br />aforementioned studies to be reviewed in conjunction with the plat. <br />The following comments are offered in regard to the preliminary <br />plat design: <br />1. The following double frontage lots are reconfigured to provide <br />not less than 145 feet of depth: <br />Block 1, Lots 1--6 <br />Block 7, Lot 1 <br />2. Submission of a landscape plan will be required to illustrate <br />the screening of lots that about either Otter Lake Road or <br />Cedar Street. ($0.,-V <br />3. The following precautions are taken in the event that adjacent <br />southerly development does not' occur in the immediate future. <br />a. Those lots west of Street A which receive access from <br />Street E be excluded from the subject plat at this time <br />and be developed as a future phase in conjunction with <br />future southerly development. <br />b. Provision is made to provide a possible Street E loop <br />within the boundaries of the subject site. <br />2 <br />
