c. The proposed use conforms with all performance standards
contained herein.
d. The proposed use can be accommodated with existing public
services and will not overburden the City's service capacity.
e. The City's 1990 Land Use Plan suggests single
family residential use of the subject property. Such designation
is consistent with the property's inclusion within the municipal
urban service area. In this regard, the requested R-1 zoning is
consistent with the City's Comprehensive Plan.
Land Use Compatibility. To justify the requested rezoning, findings
should be made that the proposed use will not overburden the City's
service capacity. As noted previously, some question exists to
whether the proposed subdivision constitutes a "leap frog"
development as it lies physically isolated from the City's existing
urban core. In this regard, City Officials must consider the
following:
1.
The subject property is within the MUSA.
2. In past discussions defending possible detachment of the
subject property to Centerville, the City has indicated that
it holds the ability to provide services to the area.
3. According to the City Engineer, only a large development such
as that being proposed makes immediate sewer and water service
practical.
