COUNCIL MEETING OCTOBER 9,1995 <br />Council Member Kuether moved to approve the request to enter into negotiations with <br />the Centennial School District for a Youth Resource Officer program. Council Member <br />Elliott seconded the motion. Motion carried unanimously. <br />CONSIDERATION OF SEPTEMBER 11, 1995 MINUTES <br />Council Member Kuether moved to approve these minutes as presented. Council <br />Member Elliott seconded the motion. Motion carried with Council Member Neal <br />abstaining. <br />PUBLIC HEARING, DELINQUENT SEWER AND WATER UTILITY <br />BILLINGS, MARILYN ANDERSON <br />Mayor Reinert opened the public hearing at 6:50 P.M. Ms. Anderson explained that each <br />year the Utility Department experiences difficulty collecting some quarterly sewer and <br />water bills. Unpaid bills that are left behind when a resident moved from the City are <br />given to a collection agency. Most of these bills are collected in this manner. <br />The bills not collected by a collection agency and delinquent bills of current residents are <br />certified to Anoka County by resolution, for collection with the property taxes. The <br />residents named in Resolution No. 95 - 132 have been sent two (2) notices informing <br />them of this public hearing. <br />The purpose of the public hearing is to receive comments from the persons named in the <br />resolution. <br />Council Member Kuether asked what is the procedure for collecting unpaid utility bills. <br />She noted that some bills were $50.00 and other were more than $800.00. Mrs. Anderson <br />explained that the City certifies delinquents utility bills once a year. Therefore, a <br />homeowner can be delinquent as short as three (3) months or an entire year. The $50.00 <br />amount may be a collection of late fees that could not be negotiated. <br />Mayor Reinert noted that this is certified to the tax bill and asked how it appears on the <br />bill itself. Mrs. Anderson explained that it is a separate item on the tax statement. <br />There was no one in the audience to speak on this matter. <br />Council Member Elliott moved to close the public hearing at 6:57 P.M. Council Member <br />Kuether seconded the motion. Motion carried unanimously. <br />Resolution No. 95 -132 Authorizing the City Clerk -Treasurer to Certify Delinquent <br />water and Sewer Utility Bills for Collection with the 1995 Property Taxes, <br />Collectable 1996 - Council Member Kuether moved to adopt Resolution No. 95 - 132 as <br />presented. Council Member Elliott seconded the motion. Motion carried unanimously. <br />PAGE 4 <br />
