COUNCIL MEETING OCTOBER 9,1995 <br />ENGINEER'S REPORT, DAVID AHRENS <br />Consideration of Resolution No. 95 -126 Rejecting Bids and Authorize the City <br />Engineer to Advertise for Bids, Trapper's Crossing Improvement - Mr. Heth <br />explained that bids were received on September 22, 1995 for the Trapper's Crossing <br />improvement. The bids were 18% higher than the engineer's estimate. According to <br />Chapter 8, Subdivision 3 of the Lino Lakes City Charter, a bid cannot be awarded if the <br />bid is more that 10% over the engineer's estimate, therefore, Mr. Heth recommended that <br />all bids be rejected and that he be authorized to re -advertise for bids. Mr. Heth said that <br />he expected to rebid the project in December and work would begin in the spring. <br />Mr. Ahrens explained that he and Mr. Heth will review the plans for the project to see if <br />there are ways to be more cost effective. He plans to have a request to advertise for bids <br />to the City Council at their last meeting in December. Mr. Ahrens will keep the City <br />Council updated on this matter. <br />Council Member Elliott moved to adopt Resolution No. 95 - 126. Council Member <br />Kuether seconded the motion. Motion carried unanimously. <br />Resolution No. 95 - 126 can be found at the end of these minutes. <br />Consideration of Resolution No. 95 -133 Accepting Bid for Bituminous Trail Paving <br />- Mr. Ahrens explained that bituminous paving of park trails is typically done under the <br />same contract as the annual wearing course project. The bituminous wear course for <br />subdivisions is placed after 80% of the available lots within the subdivision have houses <br />constructed on them. This year there was not enough subdivisions reaching this threshold <br />to justify a separate wear course project. Therefore, if trail paving was to be done this <br />year, it would have to completed under its own separate contract. After receiving <br />direction from the Lino Lakes Park Board late this summer, a bituminous trail paving <br />project was initiated. <br />A total of four (4) quotes were received for completion of this project with the lowest <br />from Ashbach Construction Company in St. Paul with a unit price of $0.77/square foot. <br />After prioritizing the trail segments available for paving and reviewing available Park <br />funds, the final contract amount was set at $45,060.40 using the Ashbach unit price. <br />Mr. Ahrens recommended that the City Council adopt Resolution No. 95 -133 accepting <br />the quote from Ashbach Construction Company. <br />Mr. Sullivan asked if quotes had been solicited or had bids been taken. Mr. Ahrens <br />explained that initially quotes were solicited from contractors currently working in the <br />City. In this case the trail paving would be done by change order. The City also <br />advertised for bids and received one bid and that was from Ashbach Construction <br />Company. <br />PAGE 5 <br />
