COUNCIL MEETING OCTOBER 9,1995 <br />for finishing a basement, a new furnaces or air conditioner, that permit can be crossed <br />checked to determine if an electrical permit has been obtained. <br />Council Member Neal suggested that this matter be reviewed annually to be sure that the <br />City is charging adequately for the permit. Council Member Kuether asked how the fee <br />structure was determined. Mr. Peterson explained that the fee structure was determined <br />by accumulating fee structures from other municipalities and setting the Lino Lakes fees <br />just slightly above average. He also explained that the fees should be reviewed and <br />adjusted every year or two (2). This avoids the need for a large permit fee adjustment. <br />Council Member Kuether asked if Mr. Peterson will be contracting with other cities. Mr. <br />Peterson said that he is working on contracts with four (4) other cities and townships. He <br />felt that there would not be a problem with having enough time for each city. <br />Mayor Reinert asked how electrical inspections would be coordinated with the building <br />permits. Mr. Kluegel explained that process will not change. Mayor Reinert said that he <br />liked to have an inspector he could see. <br />Mr. Sullivan noted that Mr. Hawkins raised two (2) concerns with the proposed electrical <br />contract; adoption of an ordinance creating the position of electrical inspector and the <br />change in the insurance policy. Mr. Kluegel explained that an ordinance has been <br />prepared but it has not been adopted. The insurance concern is being addressed. Mr. <br />Schumacher recommended that the contract be approved contingent upon the passage of <br />the ordinance and the proper certificate of insurance. <br />Council Member Kuether moved to approve the contract subject the passing of the <br />ordinance and the changes in the insurance and any other changes that the City Attorney <br />deems proper. Council Member Neal seconded the motion. Motion carried unanimously. <br />OLD BUSINESS <br />There was no old business. <br />NEW BUSINESS <br />Consideration of an Application for Authorization for an Exemption from Lawful <br />Gambling License - Mrs. Anderson explained that non-profit organizations are allowed <br />under the State Gambling Statutes to apply for an exemption from a gambling license if <br />they conduct fewer than five (5) gambling occasions per year. St. Joseph Catholic <br />Church conducts three (3) gambling occasions per year. One gambling occasion is the <br />annual Turkey Bingo which will take place November 19, 1995. This annual event raises <br />money for food baskets that are delivered to the needy in the community at Thanksgiving. <br />Mrs. Anderson recommended that the City Council adopt a motion approving the <br />exemption from obtaining a gambling license. <br />PAGE 11 <br />
