City of Lino Lakes <br />Park Board Meeting <br />February 5, 1996 <br />He told the board he had worked for Apple Valley in the <br />1980's. He paralleled Lino Lakes to Apple Valley by saying <br />that their neighborhood parks had also been built but were <br />used for scheduling recreational programs until they built <br />an athletic complex. <br />He talked about the effects an athletic complex can have on <br />a city and its parks and recreation programs. <br />Sharon told Jon about the property in the southern part of <br />the city and what has transpired thus far. She asked how <br />you sell, to the residents, the purchase of land. Jon said <br />you need to think of it as a long term investment. If the <br />property is appraised 30 years later it will show you what a <br />good deal you got. He also said it is wiser to get property <br />where you want it than buy a cheaper parcel and be in 'the <br />wrong spot. <br />He talked about the age of recreation program participants. <br />Programs are not just for the young anymore, older people <br />are getting involved in softball leagues and other programs. <br />Private/Public partnerships were also discussed. He cau- <br />tioned the board to be very careful with this concept. <br />Doing a survey was discussed. Jon urged the Park Board to <br />be very careful when doing a survey. The survey should ask <br />the question - "how much are the residents willing to pay <br />for...". He said not to do a wish list survey, use staff to <br />give statistics and talk to the residents to get an idea of <br />what they want. Mr. Gurban also said the survey does not <br />have to be expensive. You can even do a poll over the <br />phone. <br />Marty asked about joint cooperative efforts between cities. <br />Jon stated he likes them if it is clear who is in control of <br />the agreements. He would be very reluctant to go outside <br />Lino Lakes City boundaries. He said we should doourown <br />thing but let surrounding communities use the facility and <br />maybe have a joint powers agreement. <br />Clearwater Creek Development: Marty talked about what had <br />transpired at the last Park Board meeting, pertaining to <br />this development.
