COUNCIL MEETING MAY 22, 1995 <br />(gravel is acceptable). <br />6. Grading of the site shall be reviewed and approved by the <br />City Engineer. Future increase in impervious surfaces shall <br />require review and approval of the City Engineer. <br />7. Timing of the proposed construction must be coordinated with <br />the trunk watermain project to be constructed this summer. <br />8. A berm be designed and provided along Hodgson Road. This <br />berm shall be incorporated into the landscaping and trail <br />plan. <br />The Planning and Zoning Board and staff recommend approval of <br />this CUP and site plan review with the eight (8) conditions <br />listed above. <br />Council Member Neal asked how soon will the watermain be there? <br />Mr. Powell said that the City would not delay their construction. <br />The coordination concern is more addressed toward the temporary <br />easement that the City is taking for the watermain construction. <br />The City wants to make sure that it gets the full use of the <br />temporary easement and then the grading, berm and planting can <br />take place. Mr. Powell estimated that construction on the <br />watermain project would start in about three (3) weeks and be <br />completed in late August. <br />Council Member Neal noted that there are two (2) types of <br />sprinkler systems. One system is a wet system and the other <br />system is dry. Since the building is not going to be heated they <br />should use the dry system. Mr. Powell suggested that the Fire <br />Chief and the Building Inspector help Mr. Rehbein address this <br />issue. Ms. Wyland noted that there are system for non -heated <br />buildings such as Knox and Mennards buildings. <br />Council Member Kuether noted condition No. 3 and asked who will <br />construct the trail. Ms. Wyland explained that the developer <br />will grade the trail and place the rock on it. In the fall, the <br />City places blacktop on all the trails that were constructed <br />through the year. The City would then blacktop this trail <br />segment at the same time the trail in Fox Trace is blacktopped. <br />Council Member Kuether asked if it is normal for the City to <br />require a landscape plan for existing business? Ms. Wyland <br />explained that the City has not had a situation such as this. <br />However, when the Living Water Church requested a site plan <br />review, the City required that they place a trail on the back and <br />the front of their property. The City's comprehensive trail plan <br />indicates that a trail is to be constructed in front of the <br />PAGE 19 <br />
