There must also be a <br />reasonable relationship between the salary paid by the City and the <br />salary other cities pay their employees in similar positions with <br />similar skills and also with similar employees in the private <br />sector. Ms. Olson also noted that all the employees represented by <br />LLMA are exempt from the Fair Labor Standards except the Police <br />Sergeant. <br />Ms. Olson explained management rights. She noted the contract <br />should contain clear and concise language so that there will be no <br />misunderstandings and grievances. Ms. Olson said that the City <br />Council should think about compliance with Pay Equity and look at <br />internal relationships. <br />Mayor Reinert asked what type of things will cause employee equity <br />line variances. Ms. Olson explained. She noted that the Police <br />Department and the Public Works Department are already above the <br />line and this is because they are already organized. She suggested <br />that the City attempt to slow down the pay rates of these groups by <br />negotiating packages with smaller wage increases. <br />Mayor Reinert asked if knowledge and skill relate to the pay line <br />measurement of knowledge and skill? Ms. Olson said this is a <br />problem because you can measure work such as piece work, however, <br />most municipal work is not subject to physical measurement because <br />of the variances. She noted that usually municipalities chose <br />either the Hayes Group or the Control Data Program to prepare the <br />"all employee pay equity line". Mayor reinert said that he did not <br />want the City to be out of compliance with Pay Equity. Ms. Olson <br />explained that not only Pay Equity but also a market survey and the <br />development of market data and external comparables will be used to <br />prepare a wage and benefit package. <br />Council Member Bergeson asked if there was inequity within this <br />particular group of City employees. Ms. Olson said she would like <br />to defer this question until the restructuring is completed. She <br />also noted that the contract must contain language stating that the <br />City has the right to restructure. Council Member Bergeson said it <br />appears that the City Council cannot go further on this matter <br />until after the restructuring is completed. Mr. Schumacher said <br />that there is a long list of issues that can be reduced before <br />salary and benefits are discussed. <br />Ms. Olson said that there is a general ideal of the dollar value of <br />the union package. However, she noted that distributing the <br />dollars available in the budget has to wait until restructuring is <br />completed.
