CLOSED COUNCIL MEETING <br />CITY OF LINO LAKES <br />COUNCIL MINUTES <br />NOVEMBER 18, 1993 <br />uether,;;Elliott, Bergeson; <br />Staff members present: City Administrator, Randy Schumacher, <br />Assistant to the City Administrator, Dan Tesch and Marilyn <br />Anderson, Clerk -Treasurer <br />Ms. Karen Olson of Labor Relations Associates was also present. <br />The purpose of the meeting was to update the City Council regarding <br />labor negotiations with the Lino Lakes Management Association <br />(LLMA) . <br />Mr. Schumacher explained that Ms. Olson and Mr. Tesch have been <br />working with LLMA for several months. Mr. Schneider and Mr. Cliff <br />Ross have been representing LLMA. <br />Ms. Olson reviewed the legal legal responsibilities of the City. <br />She noted that the group of employees represented in this matter <br />are essential employees and cannot strike. Normally the process is <br />to negotiate all matters. If negotiation is not successful, the <br />matter goes to mediation and if necessary to arbitration. Ms. <br />Olson outlined the arbitration process. She noted that it is <br />always better to negotiate the initial contract because the first <br />contract always contains many clauses not involving money. Ms. <br />Olson noted the City of Fairmont case in which 14 of 39 issues were <br />negotiated before the process went to arbitration. Ms. Olson also <br />explained that the arbitration process is costly and control is <br />taken out ofthe hands of the City Council and put in the hands of <br />the arbitrator. <br />Ms. Olson explained the Pay Equity Plan is in place and the City is <br />in compliance with all those legal requirements. The City must <br />continue to work toward continued equity. She noted that there <br />must be a reasonable relationship between the salary paid to these <br />PAGE 1 <br />
