COUNCIL MEETING FEBRUARY 27, 1995 <br />the existing fence ordinance and have proposed the following <br />changes: <br />A. Change the ordinance to allow a six (6) foot fence to <br />be installed from the front of the home to the rear <br />property line. The existing ordinance provides for a <br />six (6) foot fence from the back of the house to the <br />rear property line. <br />B. Change the requirement providing for 30% of open area <br />to 10%. This change would allow purchase of standard <br />types of privacy fences offered for sale at Knox, <br />Mennards, etc. <br />C. Clarify the section relating to the side of the fence <br />considered to be the face. <br />Ms. Wyland said that staff has reviewed the fence ordinance in <br />several adjoining communities including White Bear Township, New <br />Brighton, Arden Hills, Circle Pines, Blaine, Hugo and Forest <br />Lake. These ordinances were reflective of the changes staff is <br />proposing. <br />The Planning and Zoning Board held a public hearing on February <br />8, 1995 and recommended approval of the proposed ordinance. <br />Acting Mayor Neal asked what this type of fence would be used <br />for. Ms. Wyland said it would be used for privacy and for dog <br />kennels. She noted that staff has received numerous requests to <br />change the City fence ordinance. <br />Council Member Bergeson asked about corner lots. Ms. Wyland <br />explained that fences would be required to maintain a specified <br />height distance to maintain the sight line. Mr. Brixius <br />explained that at all times, fences in the front yard are limited <br />to a four (4) foot height and a greater open area is also <br />required. Anytime a rear yard abuts someone's front yard then <br />the four (4) foot restriction would apply to preserve the <br />visibility. <br />Council Member Kuether moved to adopt the FIRST READING of <br />Ordinance No. 02 - 95. Council Member Bergeson seconded the <br />motion. Motion carried unanimously. The SECOND READING of this <br />ordinance will be on the next Council agenda. <br />Consideration of MUSA Comprehensive Land Use Plan Amendment - Ms. <br />Wyland used the poster board to display a mapof the proposed <br />MUSA changes. She noted that the City Council has received a <br />detailed MUSA Amendment Report prepared by Northwest Associated <br />PAGE 28 <br />
