1 Subdivision 5. Regulations promulgated pursuant to this Section 7 shall provide that <br />2 if the Local Authority determines that any portion of reserved public space will go <br />3 unused, the reserved amount may be reduced by such unused portion. <br />4 Subdivision 6. The technical quality of reserved public space shall be equivalent to <br />5 the highest technical quality of the remaining capacity of the affected communications <br />6 network in all respects. <br />7 Subdivision 7. Eligible Entities. The following entities are eligible for access to <br />8 public space reserved under this section which shall be allocated and used in the <br />9 discretion of the Local Authority. <br />10 Lai state and tribal governments. and Local Authorities and their agencies: <br />11 @) accredited educational institutions open to enrollment by the public; <br />12 public and nonprofit libraries: and <br />13 ) nonprofit organizations described under section 501(c)(3) of the Internal <br />14 Revenue Code of 1986 that are formed for the purpose of providing <br />15 nondiscriminatory public access to noncommercial educational, <br />16 informational, cultural, civic. or charitable services. <br />17 Subdivision 8. Terms and conditions of access.
