Thereafter, such persons shall <br />12 pay an annual charge which shall be calculated by multiplying the <br />13 previous year's charge by the percentage change during the previous <br />14 calendar year in the National Consumer Price Index and then <br />15 multiplying the sum thereof by the total length of conduit and/or aerial <br />16 wire within the Local Authority. In the event such Index ceases to be <br />17 published. the PUC. may select another measure of general price <br />18 changes.
