Memorandum <br />February 10, 1995 <br />Page Two <br />1. The developer has shifted the proposed Otter Lake Road connection to a point with more <br />acceptable site lines. Anoka County has been contacted by the developer's engineer and does not <br />object to this connection point. <br />2. A future phase of this subdivision shows an east -west roadway generally aligned with the 134th <br />Street connection to Elmcrest Avenue considered in Hugo's Draft Transportation Study. In order <br />to discourage the traffic from the east from continuing through this residential neighborhood, some <br />discontinuity in the roadway should be considered. Hugo representatives are aware of this <br />concern_ <br />Sanitary Sewer <br />The 1990 Comprehensive Sewer Plan for Lino Lakes approved by the Metropolitan Council allows the <br />City to connect directly to the MCWS forcemain located in Cedar Street at the north end of the proposed <br />subdivision. A lift station would be constructed as part of this subdivision consistent with the <br />Preliminary Utility Planning review of this service area. <br />Water System <br />The Preliminary Utility Planning review which I presented to the City Council at a work session last fall <br />indicated that initially a well with a hydropneumatic tank would be constructed to serve this area; but, <br />after the first two phases of the subdivision were constructed, a storage tank must be considered to <br />provide any additional service. A Preliminary Report on the well for this area was completed in January <br />of 1995. Its fmdings and cost estimate for the well and pumphouse are consistent with the Preliminary <br />Utility Review done in October of 1994. <br />Financing <br />The estimated trunk sanitary sewer and watermain assessments generated by the proposed preliminary <br />plat are adequate to offset the cost of the trunk improvements required for serving the subdivision. <br />Summary <br />The additional information received regarding engineering matters since the Planning and Zoning <br />Commission action on this matter supports the previous engineering recommendation to approve the <br />rezoning and preliminary plat. <br />JMP:j <br />
