APR -07-1995 11:26 NAC 612 595 983'7 P.05 <br />Landscaping. As a condition of final plat approval, a landscape/buffer strip will be required <br />along Lilac Street. To accommodate such buffer, additional lot depth/width should be provided <br />for lots which abut the said street. Details of the buffer will need to be specified upon a specific <br />landscape plan submission and buffer cross section drawing. This includes the size, type and <br />location of any proposed plantings. <br />Thomas Street. To accommodate the proposed development, the vacation of a portion of <br />Thomas Street will be necessary. In consideration of this issue, it has been concluded that due <br />to various physical limitations, an extension of Thomas Street through the proposed subdivision <br />is not practical.. <br />Parks. The proposed subdivision should be subject to review and comment by the City Park <br />Board in regard to preferred dedication requirements. <br />Grading and Drainage. As a condition of preliminary plat approval, a grading and drainage <br />plan must be submitted subject to review and approval by the City Engineer and Rice Creek <br />Watershed District. <br />Utilities. Development of the proposed subdivision will require the extension of utilities. As <br />a condition of preliminary plat approval. a utility plan must be submitted for review. The said <br />plan will be subject to review and comment by the City Engineer. **, <br />Easements. Per City subdivision regulations, drainage and utility easements should be provided <br />along all lot lines. Additionally, specific drainage easements should be placed over designated <br />wetland areas. This item should be subject to comment by the City Engineer. <br />CONCLUSION <br />While our office believes justification exists to approve the requested R-1 rezoning and PDO <br />overlay, changes in land use are considered matters of City policy to be determined by City <br />officials. Should the City approve the requested rezoning, our office recommends approval of <br />the Behms Century Farm preliminary plat subject to the conditions listed in the Executive <br />Summary of this report. <br />Randy Schumacher <br />John Powell <br />
