Overall, the Proposed street layout is responsive to physical limitations which exist in <br />the area and are reflective of available buildable laud. While appropriate right-of-way widths <br />(60 feet) have been provided, some concern exists in x ad to the length of the temporary cul- <br />de-sac proposed as part of the development's first phase. At nearly 1,000 feet in length, the cul- <br />de -sae is double the maximum 500 foot length required by Ordinance, <br />While it is acknowledged that such cul-de-sac is to be temporary in nature, no assurances exist <br />as to the timing of the plat's second phase. To address this issue, it is recommended that a full <br />size temporary cul-de-sac be constructed at the street's terminus. The cul-de-sac may be <br />constructed in the outlot proposed as Phase II, and not to disturb the Phase I design. <br />As a condition of ultimate final platt approval, all streets within the plat should be named in <br />accordance with the City's street naming plan. <br />Airpark Lots. At shown on the preliminary plat, nine of the subdivision's lots are to be <br />provided access to the Lino Airpaik. Such lots range in size from 30,904 to 39,961 square feet. <br />To accommodate the unique and creative circumstances stu rounding such lots (e.g., air hangers, <br />etc.), a PDO, Planned Development Overlay of such lots has been proposed (see Exhibit D). <br />The PDO designation will allow for some flexibility from the strict provisions of the City's <br />Zoning Ordinance provisions, particularly in regard to accessory building requirements. As part <br />of the PDO, the following conditions should be upheld: <br />1. Specific site plans for Airpark accessible lots be submitted identifying: <br />a. Hanger locations, sizes, building materials. <br />b. Taxiways. <br />c. Hanger relationships to principal structures. <br />2. A copy of applicable restrictive covenants to be applied to the Airpark lots should be <br />submitted for City review and approval. The aforementioned site plan should require <br />architectural controls placed upon hangers and specify that such hangers are to be used <br />solely for Aupark use (no home business operations). <br />3. PDO performannee standards shall be recorded with the properties in question and shall <br />apply regardless of ownership. <br />Wetlands. As shown on the attached preliminary plat, a number of wetlands exist upon the <br />subject property. To accommodate the proposed development, some wetland .mitigation will be <br />necessary. As a condition of prelirniaary plat approval, a wetland mitigation plan must be <br />submitted and subject to approval by the Rice Creek Watershed District and the City Engineer. <br />7 <br />
