2,900 square feet for apartments, per unit. The DNR has approved <br />this flexibility request due to our more stringent requirements on <br />water quality, general performance standards, and the local water <br />management plan. <br />IMPERVIOUS SURFACE COVERAGE: The DNR Model called for impervious <br />surface limits of 25% across the board. We have requested a limit <br />of 30% for single family and low density development, 35% for <br />medium/high density development, and 60% for commercial. Due to <br />our performance standards and local water management plan, the DNR <br />has agreed to this flexibility request. <br />BUILDING HEIGHT: The City is requesting a 36' height limit which <br />is consistent with similar requests from other communities in the <br />Metro Area. The DNR Model suggests a 25' limit. They have agreed to <br />the 36' limit. <br />SANITARY SEWER CONNECTION: The DNR Model required a connection to <br />sanitary sewer within one-year, if available. This requirement <br />runs contrary to our City Charter and they have agreed to its <br />exclusion. <br />SHORELAND SETBACK FOR USES W/O WATER ORIENTED NEEDS: The DNR Model <br />required a double setback for commercial uses without water <br />oriented needs. This would have rendered commercial properties <br />along Lake Drive unbuildable. They have agreed to waive this <br />requirement. <br />Attached for Council information is a memo from our Planning <br />Consultant, Al Brixius, which outlines in detail our request for <br />flexibility. The information outlined above is a brief summary of <br />that information. <br />The Planning and Zoning Board held two Public Hearings and a <br />Special Work Session to discuss this ordinance. They have <br />considered the comments of concerned citizens and input from City <br />Staff and the DNR. Their recommendation was to approve the <br />ordinance as submitted. <br />OPTIONS <br />1.
