Divine, D. Carlson, K. Sullivan, L. Waite Smith

FIVE YEAR ECONOMIC DEVELOPMENT PLAN

Members reviewed the draft five-year plan and made suggestions including:
 Tables and charts that explain projected C/I revenues as well as revenues to date
 Reviewing C/I sites for where infrastructure is already in place versus where the city
would need to invest before development could occur
 A definitions page that explains the differences in zoning to act as a common frame of
reference for all to use.
 Reversing goals 1 and 2
 Incorporate environmental plan in overall economic development plan
 Define city resources in terms of public investment, staff time, etc.
 Elaborate on the city’s direction, quality of development and consistency

Mr. Wessel said he would present the completed plan to the city council. Mr. Johnson
said it was important to look at an economic development plan in relation to the
comprehensive plan. Mr. Gorowsky noted that an important issue for EDAC to look at is
the existing tax base compared to what is projected, and whether enough commercial land
is available to meet projected goals. EDAC should consider how much commercial is
needed to satisfy the needs of the residential development. The regional park presents a
challenge, and the city needs to be realistic about what it can’t accommodate and make
the most of its limited resources.

Mr. Milbauer stated that this plan would be a goal, and that goal is to focus on serving the
needs of the locals, to keep them shopping at home rather than taking their money outside
