3
LAKE BUSINESS PARK

Ms. Divine stated that a 265,000 sq. ft. distribution center is being proposed on the site.
An EAW will also be needed on that site, and traffic issues will need to be addressed. It is
not a heavy semi traffic user. Ms. Hansmann said it's difficult to take a left hand turn at
the interchange now. Additional signalization will be needed, lane widening, turns lanes,
etc. They will be requesting TIF, a new economic development district would have to be
created. Mr. Grochala stated the TIF may be needed for infrastructure improvements.
Staff has stressed the developer will need to meet high architectural standards because of
its visibility and closeness to the school. Ms. Schwartz and Mr. Jensen expressed concern
about the use for that site.

ANOKA COUNTY CDA

Ms. Divine stated legislation is pending that will give Anoka County the authority to
create a Community Development Authority. This will give the county the ability to levy
for economic development purposes. The current language in the legislation states that all
the cities will be required to pay 40% of the levy, which will be used for marketing, etc.,
county-wide. The cities can opt out of the other 60%, but if the city choses to levy, those
funds will be used within the city. This could benefit Lino Lakes because of its
developability. It's not a lot of money, but it will help the county to market the area. The
city will need to be proactive to ensure it benefits us.

Meeting adjourned.
