2 <br />consolidate their headquarters and summer camp facilities into one location. KKE <br />Architects put together preliminary concepts of a stadium as a part of a larger <br />development that includes commercial, industrial, corporate headquarters, <br />hotel/conference center, and housing. Lino Lakes, along with Blaine and Columbus, have <br />large tracts available (350-450 acres) for that type of development. Lino Lakes has two <br />sites, each with one property owner, close to interchanges. The county is moving to the <br />next step with a market analysis and a site-specific site plan and has asked the three <br />cities to expend $7,000 towards its completion. This could be a billion-dollar project, and <br />is moving towards the kind of development the city envisioned on this strip. The stadium <br />is just a component of what is envisioned. <br /> <br />Ms. Schwartz moved to support the city council approving the $7,000 expenditure <br />for the study. Mr. Karth seconded the motion. Mr. Vacha asked about the Trout Air <br />property. Mr. Jensen stated it was bought for freeway billboards. McCombs was a partner <br />in that group, but it isn't considered for a stadium site. Mr. Jensen said the market <br />analysis will decide the site. CSM and D.R. Horton are interested in developing the site <br />with commercial and housing. Mr. Jensen suggested the developers talk to the county. <br />Mr. Vacha asked if Centerville and Hugo should participate because they will benefit. <br />Mr. Grochala said they may not agree that they will benefit as much, and at this point <br />would complicate matters. <br /> <br />Motion passed unanimously. <br /> <br />Mr. Grochala stated it will be discussed at the next work session. Opposition to the <br />project may be present. Mr. Jensen said it would really help to have the city council <br />endorse it and be aggressive in going after it. He added it would be good to have <br />developers join this discussion. Mr. Grochala stated that a large development like this <br />provides the opportunity for an overall assessment of impacts, and mitigation of those <br />impacts. The city is already seeing the impact of the growth limits, developers are coming <br />in with smaller pieces of land. In an effort to slow down growth, the city will end up with <br />piecemeal development. <br /> <br />Members agreed to have representation at the work session and talk to individual council <br />members. <br /> <br />VILLAGE PROJECT <br /> <br />Mr. Grochala stated the Hartford Group has entered into a purchase agreement with the <br />Taggs. They could start construction next year. They have stayed fairly consistent with <br />the Krall plan. The Village project is necessary to complete the infrastructure for the <br />YMCA. He is proposing that SEH be brought in as the consultant on the project to handle <br />engineering, environmental, planning, etc. The council will be asked to commence an <br />EAW. Traffic impacts are the big issue. A mitigation plan that Anoka County and MnDot <br />agrees with will be necessary. A TIF district on the Tagg site will be necessary. The city <br />has a $1 million commitment to the bridge and Hartford will be asking for assistance for <br />land write down and infrastructure, which is heavy on amenities.
