3

Goal Four: This was an original goal that included developing a logo, promotional
materials, etc. Either the objectives are completed or are dependent on developer
implementation.

Ms. Hansmann moved to remove Goal 4. Mr. Helgemoe seconded. Motion passed
unanimously.

Goal 5: Improvement plan for “doors” and “windows”. Members discussed the
architectural standards in the late 90s, and felt that it was an impediment to developers,
and wasn’t fairly enforced. Design standards are now in place for the Woods Edge
project. Remove Objective 2.

Mr. Milbauer moved to approve the changes. Mr. Vacha seconded. Motion passed
unanimously.

Ms. Divine discussed five doors and windows to the community (35E/Cty 14, 35W/Lake
Drive, Hodgson Road/Cty J. Hodgson Road/Lake Drive and Cty 14 from Blaine. There is
either development occurring, or development proposals, at the five entrances. Ms.
Schwartz stated the intersection of County Road J and Centerville Road should also be
considered a gateway to the city.

Ms. Divine noted that the current Comp Plan prohibited three of the five proposals from
occurring. She stated it could have been possible within five years to diversify and build
up the tax base, get rooftops to support commercial growth and enhance the city’s
appearance at the gateways, and then basically leave the remaining undeveloped rural
areas untouched if the city chose.

Goal Six:
Objective 1: Ms. Divine will put in appropriate language for “Environmental
Management Plan.” Remove Objectives 2 and 3. Add to Objective 1 to “support
for Conservation Development” as a means to provide incentive to permanently
preserve the city’s valuable natural resources.”

Ms. Divine asked if the committee wanted to take a position on the planting of
native landscaping in commercial/industrial areas. Members agreed that examples
of projects using it have not succeeded, but do not want to add an objective.
Moved and seconded. Motion passed unanimously.

BLUE HERON DAYS
Ms. Divine asked if any members would be interested in participating in sponsoring the
medallion hunt with the Quad Chamber in an effort to be involved in Blue Heron Days
and support existing businesses. Local businesses would support by donating prizes for it.
Clues could be available at local business. Mr. Combs talked to Chad Wagner about it.
The Boy Scouts have a point person to talk to Chad about getting involved with Blue
Heron Days. Mr. Milbauer said Lino Lakes State Bank would coordinate it. Ms. Kuschke
