Planning & Zoning Board <br />June 14, 2017 <br />Page 2 <br />APPROVED MINUTES <br />The applicant submitted a land use application for PUD Concept Plan and <br />Comprehensive Plan Amendment. The proposed development is a master planned <br />residential community located along CSAH 54/20th Avenue just east of Amelia Lake. The <br />site contains 2 parcels totaling approximately 40 gross acres. The 40 acre site is currently <br />vacant, natural open space. <br /> <br />The mix of residential buildings (8 market rate apartments, 10 twin homes buildings and <br />2 senior assisted living apartments) are located throughout the site. A clubhouse and pool <br />are also proposed. Pedestrian connectivity is provided throughout the development via <br />sidewalks. A linear public park and trail are proposed adjacent to the lake. The <br />development appears to make a conscientious effort to preserve the natural resources by <br />minimizing wetland impacts, providing wetland buffers, protecting significant trees and <br />maintaining the shoreland setback. <br /> <br />Application has been withdrawn by the applicant in a letter dated June 12, 2017. <br /> <br />Board members had no questions. <br /> <br />Chair Tralle opened the floor for informal resident comments at 6:37 p.m. <br /> <br />Jim Gondak, 6391 Centerville Road, stated that the Planning Commission has done a <br />wonderful job and thanked the Board. <br /> <br />Gary Pinkley, 6351 20th Avenue, stated that he is glad they withdrew the application. <br />When Mr. Pinkley moved to Twin Cities, he was looking for rural feel and spent many <br />years with houses in his backyard and parties next door. The whole reason for coming to <br />Lino Lakes was for the rural feel. Ok with some units, as it wouldn’t change the <br />character, but not what was proposed. The proposal would not have fit the character and <br />the feel of the area. <br /> <br />Tom Fraser, 6468 20th Avenue, expressed concern regarding the engineering plan about <br />making 20th Avenue to a 4 lane divided road and with 200 unit development in <br />Centerville, traffic has become insane. Mr. Frazier said he has to go north to Centerville <br />to make a left turn. Road is rough and has no shoulders. Street is a weak link. <br /> <br />Amy Donlin, 6100 Centerville Road, was crestfallen and worried sick when she heard <br />about this project. Ms. Donlin credits the city for staying with the comprehensive plan <br />and really grateful about the strength of the Comp Plan. A lot of the neighbors are held to <br />the 1 unit per 10 acre. No variances because it is a unique, rural, and beautiful entry into <br />the city. Ms. Donlin stated that she never wants to see it that dense and to keep it <br />consistent with those already there. Ms. Donlin thanked and complimented the Planning <br />and Zoning Board and wants Lino Lakes to keep it as rural as possible for as long as you <br />can. <br /> <br />No motion made by the Board. <br />
