Houle Addition Preliminary Plat <br /> <br />Ms. Larsen presented the staff report. <br /> <br />The applicant, Guy Houle with GRH Contracting, has submitted a land use application <br />for a preliminary plat. The proposed development is a 1 lot and 1 outlot single family <br />residential subdivision located at the north end of Ruffed Grouse Road. The development <br />contains one 30.72 gross acre parcel and is called Houle Addition. The 30 acre site is a <br />vacant rural parcel containing wetlands, short grasses and woodlands. <br /> <br />This parcel has been through several land use proposals. In 2008, Ed Vaughan received <br />preliminary plat (Resolution No. 08-22) and final plat (Resolution No. 08-44) approval <br />for 1 lot and 1 outlot. The final plat was never recorded; therefore, the preliminary plat <br />and final plat are void. In 2004, Mr. Vaughan received PUD Development Stage <br />Plan/Preliminary Plat approval but a PUD Final Plan/Final Plat was never submitted; <br />therefore the PUD Development Stage Plan/Preliminary Plat is void. <br /> <br />Staff recommended approval of Preliminary Plat for Houle Addition. <br /> <br />Staff addressed questions of the Board. <br /> <br />Mr. Laden talked about how the cul-de-sac looks now. Mr. Root asked if it is a legal or <br />temporary cul-de-sac now. Ms. Larsen stated that there will be no changes to the cul-de- <br />sac as it is today. Cul-de-sac bulb is within the 60 foot right of way, so no concerns. <br />Emergency services have no concern and have been operating on that road in the past <br />with no problems. <br /> <br />Mr. Laden asked if the outlot is developable. Ms. Larsen stated that most of the lot is not <br />developable aside from one corner. It would have to go through the full approval process <br />to prove it could be a buildable area. Mr. Root stated that it looks like the road was <br />designed to continue and we are now cutting it off. Ms. Larsen stated that Mr. Vaughn <br />had hoped to extend the road to the island, but it did not happen. <br /> <br />Mr. Stoesz asked what happens in terms of insurance on large outlots. Ms. Larsen stated <br />that it is the property they own. Mr. Stoesz asked if outlots pay taxes. Ms. Larsen stated <br />that outlots pay taxes but have a lower assessed value than lots. <br /> <br />Mr. Laden asked about making this a conservation easement today. Ms. Larsen stated it is <br />at discretion of the watershed district, not the city’s requirement. Easement is done at the <br />request of Rice Creek Watershed District. If Rice Creek requires it then city does as well. <br /> <br />Guy Houle, 4417 Channel Lane, approached the Board. <br /> <br />Chair Tralle asked Mr. Houle if everything has gone smoothly. Mr. Houle stated it has. <br />
