AGENDA ITEM 5 D <br />STAFF ORIGINATOR NAC, Bob Kermis/Alan Brixius <br />DATE June 23, 1995 <br />TOPIC Site Plan Review, Marshan Condominiums <br />Lake Drive/Aqua Lane <br />BACKGROUND <br />Hokanson Development Inc. has nested site plan approval of a Phase I 110 unit townhome <br />development eutided Marshan Lake Condominiums The proposed development overlays a 25.5 <br />acre parcel of land located north of. Aqua Lane and east of Lake Drive_ <br />The development itself proposes an interior loop stmt (public easement) from Aqua Lane. which <br />would access 14 individual multiple family strucnires as Phase 1. The development also includes <br />a 3.0 acre park along the site's northern border. <br />Because the proposed development application pro -dates the enactment of the City's updated <br />shoreland regulations, the City's site and building plan review procedures and the State Stbnreland <br />Standards for multiple family development are applicable. The applicant is proposing common <br />ownership of the site through a condominium homeowners association. The Lino Lakes <br />Subdivision Ordinance does not addresss condominium subdivisions. The i .ino Lakes Zoning <br />Ordinance also allows for more than one principal building on a single site.' Under these <br />circumstnaces, this application is being treated as a site plan review. <br />Consistent with the 1990 Lino Lakes Coinnnehenisve Land Use Plan, the subject prverty is zoned <br />R-4, High Density Residential and lies within the Shoreland Overlay District of Marshan Lake. <br />R-4 District lists multiple family dwellings as permitted uses.
