JUN -23-1995 11:27 NAC 612 595 9837 P.03 <br />DEVELOPMENT SUMMARY <br />The following is a chronological history of the Marshan Lake Townhome project_ <br />Date Comments <br />1990 The 1990 Lino Lakes Land Use Plan identifies the site for high density residential <br />development. The site's zoning is R-4, which allows for a variety of high density <br />housing alternatives as a permitted use. Maximum density in an R-4 Zoning <br />District is 15 units per buildable acre. <br />The 1990 Shoreland Ordinance allowed the base zoning district to regulate density. <br />1992 The City is notified by DNR that the City needs to update its Shoreland Ordinance <br />to comply with State standards, State Statutes requires any multiple family <br />residential development within a shoreland are to comply with State density <br />standards until local ordinances are adopted. <br />6/17/94 Applicant submits requests for rezoning, preliminary plat and site and building plan <br />approvals. Original development plan proposes 216 dwelling units and a 1.6 acre <br />commercial site on 25.5 acres of land (see Exhibit A). <br />10/7/94 In review of the 6/17/94 concept plans, the following comments were made by <br />staff: <br />1. While the proposed rezoning of the 1.6 acre parcel from the current R-4, <br />High Density Residential District to GB, General Business is consistent <br />with policies outlined in the Lino Lakes Comprehensive Plan, it was the <br />position of staff that decisions regarding land use and zoning are policy <br />matters to be determined by City officials. Staff does recommend that if <br />the City feels that the rezoning of the property is appropriate, it should only <br />be rezoned in conjunction with final plat approval of the Marshan <br />Townhomes project. <br />2. Due to insufficient information submitted for the application, staff could <br />not recommend approval. In order for staff to review any proposed <br />-preliminary plat, the applicant must submit a plat which includes all <br />proposed lots and blocks, including the proposed park and business district_ <br />2 <br />
