The eastern portion of the site received site plan <br />approval at the May P & Z and City Council meetings for a: 47 unit <br />senior rental project. <br />Attached are excerpts of the Planning Report prepared by NAC which <br />addressed the site plan review, rezoning and preliminary plat. The <br />excerpts relate to the rezoning and preliminary plat portionsof <br />the report. Staff would recommend approval with the conditions <br />outlined in the report <br />The Planning and Zoning Board held a Public Hearing on the Rezoning <br />and Preliminary plat at their June 14, 1995 meeting and recommended <br />approval with the following conditions: <br />1. Entrance locations to the site must be reviewed and <br />approved by the Anoka County Highway Department. <br />2. 40 feet of ROW shall be provided <br />centerline of Elm Street. <br />3. Utility and grading plans must be <br />approved by the City Engineer. <br />4. A Development Agreement and Financial Guarantees as <br />determined by City Staff shall be submitted prior to any <br />construction or utility work. <br />5. A Park Trail shall be provided along Elm Street and Park <br />Dedication as determined by City Staff. <br />0 <br />1. Approve First Reading of Ordinance No. 11-95 Rezoning <br />Ponds from R4 to Rl: <br />2. Approve Preliminary Plat for 10 Lots with conditions outlined <br />above. <br />3.
