STAFF ORIGINATOR Mary Kay Wyland/Alan Brixius <br />DATE June 22, 1995 <br />TOPIC Willow Ponds - Rezoning and Subdivision <br />Cottage Homesteads of America Inc. is requesting a rezoning from R- <br />4 PDO to R-1 Single Family Residential and a preliminary plat to <br />develop 10 single family lots on the western portion of a site <br />recently approved for senior housing. <br />In August of 1992, the City approved an elderly multiple family <br />development that included 90 units upon the subject site upon <br />condition that final site plans be submitted and approved by the <br />City. Final plans were approved by the Council in May of 1995 for <br />a 47 unit elderly development which included 10 single family lots <br />on the western one-half of the site. <br />To accommodate the 10 single family lots, a rezoning from R-4 to R- <br />1 and a preliminary plat is necessary. <br />Attached for reference: <br />Exhibit A - <br />Exhibit B - <br />Exhibit C - <br />Exhibit D - <br />Exhibit E - <br />Site Location <br />Land Use Plan <br />Preliminary Plat <br />Site Plan <br />Grading and Drainage Plan <br />Following formal application and proper public hearing notification, our office recommends the <br />following: <br />1. Approval of the requested rezoning from R-4/PDO to R-1, Single Family Residential for <br />the western single family portion of the proposed subdivision subject to the following <br />conditions: <br />A. City approval of the Willow Ponds Subdivision. <br />2. Approval of the Willow Ponds preliminary plat subject to the following conditions: <br />A. All access points from County Road 12 are subject to approval by the Anoka <br />County Highway Department. <br />B. The submitted grading plan is subject to review and approval of the City Engineer. <br />C. The submitted utility plan is subject to review and approval of the City Engineer. <br />D. The Fire Chief provide recommendation in regard to preferable fire hydrant <br />locations. <br />E. Comments from other City staff. <br />
