MEMORANDIIM <br />TO: Mary Kay Wyland, Planning Coordinator <br />Alan Brixius, Planning Consultant <br />FROM: John Powell, Acting City Engineer <br />DATE: May 5, 1995 <br />SUBJECT: Site Plan Review, Willow Ponds of Lino Lakes <br />As per your request we have reviewed the site plan dated March 23, <br />1995 for the reference project. Our comments are as follows: <br />STREETS: <br />1. The proposed roadways are shown to be 28 feet in width and the <br />driveways serving multiple units are 22 feet wide. Both of these <br />widths are below City standards but consistent with the preliminary <br />site plan approval they will be allowed with the following <br />conditions: <br />a. Curb and gutter is installed throughout the roadway and <br />parking areas. <br />b. The pavement section in the roadways is equal to the City <br />Standard. The driveways are to be constructed with no less <br />than 4" of Aggregate Base and 2" of bituminous <br />c. The minimum roadway transverse slope is 0.50%. <br />d. No parallel parking is allowed on the roadways within the <br />site. <br />2. The parking areas near the end of the shared driveways need to <br />be oriented such that they allow for the turning around of <br />emergency vehicles. <br />3. The areas adjacent to the driveways must be landscaped such that <br />the termination point of the paved areas is emphasized. <br />4. Elm Street is an Anoka County roadway which will likely be <br />turned over to the City sometime late in 1995. The entrance <br />locations to the entire site must be reviewed and approved by Anoka <br />County Highway Department representatives. <br />5. 40 feet of right-of-way is provided north of the Elm Street <br />centerline. <br />SANITARY SEWER <br />1. Sanitary sewer is accessible at the east end of the proposed <br />site. The City will need to evaluate what depth should be <br />maintained for sewer service beyond this site. <br />WATERMAIN <br />1. The extension of watermain throughout the site is consistent <br />with the plan for this area. <br />
