approximately 45' which is the maximum allowed by the ordinance. <br />Exterior construction will be wood frame with aluminum siding and <br />face brick accent. <br />PARKING/CIRCULATION: 79 parking spaces will be provided along Co. <br />Rd. J. (Ash Street) with an additional 65 spaces to the rear of the <br />building for overflow parking and future expansion parking. Staff <br />would recommend curb and gutter be provided for the front parking <br />area and all access drives, future parking areas shall comply with <br />City Standards upon completion of additional phases of development. <br />Handicapped parking spaces shall comply with ADA Rules and <br />Regulations. Turn lanes shall be provided as recommended by the <br />Anoka County Highway Department. The County has approved one <br />access drive off County Road J. This access drive has been <br />installed and is currently being used by the MCES for pipe storage <br />in conjunction with the Ware Road Lift Station improvement project. <br />TRASH HANDLING: The current plan does not indicate a trash handling <br />area. Trash handling shall be noted on final plans and properly <br />screened from the street and adjoining property owners per City <br />Approval. <br />LANDSCAPING: A detailed landscaping plan has been submitted which <br />indicates a row of evergreens along the west property line to <br />screen the parking and access drives from the adjacent residential <br />property. The City Forester and CSO Officer shall review and <br />approve the final landscape plan prior to any construction on the <br />site. <br />LIGHTING: The CSO Officer has reviewed the lighting proposal and <br />recommended some minor changes to the plan. These changes shall be <br />incorporated into the site plan prior to any construction. <br />GRADING/DRAINAGE/UTILITIES: Sewer and water are available to serve <br />this site. Final plans will be subject to the review and approval <br />of the City Engineer. <br />PARK DEDICATION: A park dedication fee will not be required as <br />there is no subdivision of the property at this time. However, a <br />park trail will be required. The Church has agreed to the <br />installation of the trial segment and will work with City Staff on <br />the exact trail location. The Church will also continue <br />discussions with City Staff regarding possible lease/purchase of <br />park land on the north side of the site. <br />For Council information, the Church will be renamed from Shoreview <br />Covenant, however, a new name has not been selected to date. <br />After considerable discussion, the Planning and Zoning Board <br />recommended approval of the Conditional Use Permit to allow <br />construction of the church buildings and Site Plan Review with the <br />following conditions: <br />1. Proper building permits shall be obtained for all construction <br />on the site and 1% of the construction costs be escrowed via cash <br />or letter of credit to insure completion of all site improvements. <br />2. The Park Board shall approve a trail location through the site <br />and discuss possible leased recreational space for the neighborhood <br />- with the Church Development Committee.
