responsible for grading and rocking the proposed transportation <br />trail, the City Parks & Recreation Department shall provide the <br />bituminous paving for the trail per City Specifications. <br />3. Access to the property and turn lanes, if applicable, are <br />subject to the review and approval of the Anoka County Highway <br />Department. <br />4. Final landscaping plans are subject to the review and approval <br />of the City Forester and CSO Officer. <br />5. Final lighting plans are subject to the review and approval of <br />the CSO Officer for compliance with CPTED Recommendations. <br />6. Final Grading/Drainage/Utility plans are subject to the review <br />and approval of the City Engineer. <br />7. Proper permits shall be obtained from the RCWD. <br />8. Concrete curb, gutter and bituminous surfacing shall be provided <br />for the front parking area and all access drives. The rear parking <br />area shall be provided with curb, gutter and bituminous surfacing <br />upon completion of additional phases of development. All parking <br />areas and access drives shall be located 15' from any property <br />line. <br />9. The three phases of development shall be made a part of this <br />conditional use permit with no future public hearing required. <br />Tentative scheduling of the phases are 2-4 years for Phase 2 and 5+ <br />years for Phase 3. Site Plan Review will be required for each <br />phase of development City Code. <br />10. All signage shall conform to the City's Sign Ordinance and <br />proper permits be obtained prior to installation. <br />11. No access or roadway extension shall be allowed from Oakwood <br />Lane. <br />OPTION <br />1. Approve Conditional Use Permit to allow construction of Church <br />in an R -1X Zoning District. <br />2. Approve site plan review with conditions outlined above. <br />3.
