<br />WS – Item #5 <br /> <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 5 <br /> <br />Date: March 4, 2013 <br /> <br />To: City Council <br /> <br />From: Chief John Swenson <br /> <br />Re: Dog Regulations <br /> <br /> <br />Background <br /> <br />During the open microphone portion of the February 11, 2013 City Council m eeting a <br />res ident raised concerns about dog owners not picking up after their dogs. Mayor Reinert <br />requested the matter be placed on the March 4, 2013 Work Session Agenda to discuss <br />current City ordinances pertaining to dogs in Lino Lakes ordinances. <br /> <br />Barking Dog 503.12(5) <br />A person must not allow an animal to create a habitual disturbance. Habitual disturbance <br />is defined as howling, yelping, barking, crowing or other kinds of noise for repeated <br />intervals of at least three minutes with less than one minute of interr uption that is audible <br />off of the owners' premises. <br />Dog Licenses 503.09 <br />All dogs within in the city need to be licensed and have current vaccinations. The cost of <br />a license in Lino Lakes is five dollars if the dog is either spayed or neutered or ten doll ars <br />if the dog is not. The only exceptions for dogs without licenses are: <br /> (a) Dogs less than six months of age; <br /> (b) Dogs which are brought into the city for appearances in an animal show or <br />trial; and <br /> (c) Dogs bei ng used by law enforcement officers. <br />It should be noted, that no more than three dogs over six months of age can be kept on a <br />property unless a kennel license has been obtained. <br />Dog at Large/ Leash Laws <br />An owner must not cause or permit his or her anima l to run at large within the city limits. <br />The only exceptions to this rule are:
