COUNCIL MINUTES July 10, 2017 <br />I�WWWW"17 <br />88 3C) Consider Appointment of Scanner Operator — City Administrator Karlson requested <br />89 approval of the appointment of a scanner operator. Mr. Rusty Ray is recommended for this position. <br />90 Council Member Rafferty asked about the temporary nature of the position; is it for a specific time <br />91 period? Administrator Karlson explained that the position is included in the budget on a yearly basis <br />92 so it is tied to that. <br />93 Council Member Manthey moved to the appointment of Rusty Ray as recommended. Council <br />94 Member Kusterman seconded the motion. Motion carried on a voice vote. <br />95 3D) Consider Approval of Check No. 105980 in the amount of $764.30 for CNH Architects — <br />96 City Administrator Karlson recalled that this invoice was pulled from a previous expenditure <br />97 approval. The council discussed the matter at length and has moved it forward for consideration of <br />98 payment. <br />99 <br />100 Mayor Reinert noted a request to not have any bills paid on this contract but apparently there was an <br />101 amount already approved. Mr. Karlson explained that the original amount of the bill was $11,900 <br />102 with the addition of some reimburseable expenses. Mayor Reinert said he hoped to be able to vote <br />103 against the entire payment because he doesn't feel the product was what the council requested. The <br />104 subject matter is a building that has lacked maintenance and now requires extensive work (Public <br />105 Works facility). Mayor Reinert said he feels all the options presented through this contract are <br />106 upscale (at a cost of $12 million) and he feels there will be more options needed. For this city, a $12 <br />107 million heated garage isn't needed; the city is growing and needs to look ahead but that is too much. <br />108 The mayor said there is work that needs to be done but he fears it's more than if the building had been <br />109 taken care of over the past years. <br />11 <br />0 Council Member Maher recalled that Council Member Kusterman planned to speak with Mr. Hutson <br />111 about the details. Council Member Kusterman remarked that he did speak with him but both he and <br />112 Mr. Hutson don't feel the product was off the mark. He asked Mr. Hutson to report to the council <br />113 further on the situation, specifically on whether or not the current building is repairable. He has <br />114 concerns about the facility and it's workability. He generally feels that arguing about this small bill <br />115 isn't a good use of time but hearing back from Mr. Hutson would be a good use. <br />116 <br />117 Mayor Reinert suggested that Mr. Hutson didn't look at this city and its needs. He doesn't want to <br />118 do business with this company again. <br />119 <br />120 Council Member Manthey noted that there is obviously different opinions on how to move forward <br />121 with this needed project. He shares Council Member Kusterman's opinion; the council asked a well <br />122 respected architect to provide information on what is needed and he understands that there is sticker <br />123 shock. He would like to see the bill paid and move further on discussion of what is needed to be <br />124 done for public works in this city. <br />125 <br />126 Mayor Reinert clarified that his concern is in principle. Mr. Hutson didn't respond with the <br />127 information requested — or all of the information requested. The council should know what a new <br />128 building costs but also other options that don't include replacement of the building; the council <br />129 requested an array of choices. <br />3 <br />
