The last staff addition was in 2001. In addition to the increase of
infrastructure (well houses, lift stations, water/sewer lines, hydrants, water meters, etc.) to
monitor and maintain throughout the past 16 years, the Utilities Department has also assumed
additional responsibilities outside the traditional scope of providing water and sewer services.

For example, this three-person department also provides maintenance oversight of all
government buildings including the Civic Complex (City Hall, Police, New Creations Daycare),
both Fire Stations, and Public Works. This includes daily monitoring/adjusting of Civic Complex
Boiler & HVAC System, maintaining six boilers, 13 AC units, and 21 Furnaces. This department also coordinates the
installation, repair, and maintenance of the civil defense siren system. I have attached a list of
current job duties for the Utilities Department.

A listserv inquiry was sent to all metro-area cities requesting information from communities not
operating a water treatment plant with a population between 15,000 - 30,000. I have attached
the responses.
Budget Work Session 7-31-17 91
