AGENDA ITEM 3 <br />STAFF ORIGINATOR: David Ahrens, Public Works Director/City Engineer <br />DATE: December 12, 1996 <br />TOPIC: Public Hearing - Otter Lake Service Road Street and Utilities Project <br />INTRODUCTION: <br />On November 25, 1996, the City Council accepted the feasibility report and called a <br />public hearing for the Otter Lake Service Road Street and Utilities Project for December <br />16, 1996. The proposed project will provide sanitary sewer and watermain service and <br />streets to the properties at the southeast quadrant of the 35E and Main Street <br />interchange. The proper notices have been mailed and published notifying property <br />owners of the public hearing per State Statutes. In a separate agenda item under the <br />City Engineers report, Council will be asked to consider ordering the project and <br />preparation of plans and specifications. <br />BACKGROUND: <br />Existing Otter Lake Road will be realigned next spring to better serve the properties in <br />the Clearwater Creek Development Area by routing the roadway through the middle of <br />the Development Area. The re -alignment improves safety on Main Street by eliminating <br />the Main Street/Otter Lake Road intersection that is in close proximity to the Main <br />Street/35E ramp. The Otter Lake Road re -alignment project is a joint venture between <br />Anoka County and the City and will be completed in 1997. <br />Staff has had discussions with a developer planning to construct a restaurant and gas <br />station on the parcel adjacent to Main Street and existing Otter Lake Road. The <br />development of this proposal and to accommodate future commercial development <br />proposals in this area requires that existing Otter Lake Road is re -aligned to intersect <br />with the new re -aligned Otter Lake Road (refer to Exhibit A). <br />Proposed improvements <br />Sanitary Sewer. Three alignment options were investigated to provide sanitary <br />sewer service to this area: Two options were determined unsatisfactory due to <br />higher costs, limited assessable footage and conflicts with Clearwater Creek. <br />The preferred alignment will connect an 8" sanitary sewer lateral to the trunk <br />lines installed this past fall and extend west to serve the properties. Service <br />stubs will be installed to serve the properties. <br />Watermain. The proposed watermain improvements consist of connecting an 8" <br />watermain to the existing trunk watermain and extending west along the Otter <br />Lake Service Road alignment. Hydrants and service stubs will be installed. <br />
