Of the total "visitor" parking stalls provided on the entire site, one in 25 must be devoted <br />to use by the handicapped. As a condition of PDO approval, a determination should be <br />made that handicap parking requirements have been satisfied. <br />Snow Storage. According to the previously submitted snow storage plan, snow (excess) <br />is to be stored along the subject site's western boundary (along Lake Drive). The <br />acceptability of such plan should be subject to review and comment by the City Engineer. <br />Parks. Park dedication for the proposed development was addressed as part of Phase <br />I development. As shown on the submitted site plan, a 3.0 acre park has been dedicated <br />along the subject site's northern boundary. <br />Grading, Drainage and Utilities. The City Engineer should provide comment and <br />recommendation in regard to site grading, drainage, and utilities. Such review should <br />provide specific comment on grading issues associated with the site area where the five - <br />unit building had been previously proposed. <br />Restrictive Covenants. While it is assumed restrictive covenants applied to Phase I <br />development will likewise be applied to the Phase II units, such assumption should -be <br />verified or alternative covenants should be subject to the City review and approval. <br />CONCLUSION <br />Based on the preceding review, our office recommends approval of the requested planned <br />development overlay (PDO) subject to the conditions listed in the Executive Summary of <br />this report. <br />pc: Randy Schumacher <br />Dave Ahrens <br />6 <br />
