AGENDA ITEM 6 D <br />STAFF ORIGINATOR: Mary Kay Wyland <br />DATE: 12/12/96 <br />TOPIC: 96-36 , Otter Lake Animal Clinic, Wayne Scanlan, 6848 Otter Lake <br />Road, Conditional Use Permit and Site Plan Review <br />BACKGROUND: <br />Dr. Wayne Scanlan received approval of a Conditional Use Permit in July of <br />1986 for the initial construction of his veterinary clinic and boarding facility. He <br />would now like to expand the existing pole bam by 50% or 2,025 square feet to <br />increase the boarding facility. The additional pole barn construction and the <br />expanded boarding facility both require an amended conditional use permit. <br />The clinic currently has facilities to board approximately 58 animals. The <br />addition would add 42 boarding spaces for a total of 100. The outdoor kennel <br />facilities will also be expanded at this time. For Council information, Dr. <br />Scanlan's clinic currently contracts with the Cities of Lino Lakes, Circle Pines, <br />Lexington and (soon) Centerville for their animal controVimpaund services. <br />The property in question contains 1.44 acres in size and is Zoned Light <br />Industrial. The existing building is 45 x 90 or 4,050 square feet, therefore, a one <br />time only_50% expansion of 2,025 square feet is allowed by the Zoning <br />Ordinance with a conditional use permit. <br />The Council recently authorizing the preparation of plans and specifications for <br />the construction of realigned Otter Lake Road. This roadway will, basically, <br />follow the power line easement on the north side of this site. Construction is <br />planned for Spring of 1997. This new roadway will ultimately require the <br />relocation of the entrance to the animal clinic and possibly the parking area. <br />Staff has reviewed the site plan and believes this relocation is feasible but the <br />exact configuration of the entrance drive and parking area can not be determined <br />until completion of the actual roadway plans. Staff does not believe it is <br />necessary to delay this review until that time. The construction of the proposed <br />addition should not affect the roadway or entrance alignment. <br />
